I think it is better to setup different topic according to applications, systems or questions for dataloggers, and each of topic or group has a moderator.
We thought about creating topics initially. There would be both benefits and drawbacks of doing that. One of the biggest drawbacks is that often questions asked in the context of one application are useful in the context of other applications.
Our plan is to start simple, without topics, but we'll likely add topics as the forum grows and we identify logical groupings.
