Turn on device/relay when temperature is below a value

Hello,
I'm looking for the discussion regarding initializing power to a device when a temperature prove value is below a certain value and turning the device off when it is above a certain value.

The exact case is an orifice temperature probe that triggers a heating element inside a rain gage.

Thanks, that's helpful. Can you offer an example code snippet when you want to turn something on with 12v switched using a measurement criteria? for example, when a temperature measurement is below a certain value, turn device on, when it is above a certain value, turn device off - but on the latter event, delay the device shutoff 1 hr?
