Hi,
Today I have experienced this problem two or three times on different product pages - I have made an edit or opened the CMS or Edit Page but when I close them I lose all functions of the CMS - sections no longer are highlighted when I hover, the buttons along the bottom have all gone and the log-in deatils at the top have gone too. See Screen shot.
I have to exit the browser to get out of it?

When this happens, just hit F5 and the bar will reappear. This is on our list to fix.
